03 civic LX brake light failure HELP

03 civic LX brake light failure HELP i just bought an 03 civic LX and the drivers side brake light comes on when u hit the brake but the running light does not when u turn the brake lights on, i checked the bulb (2 filament) and it is fine....Any help would be appreciated
