Resonant Engineering, Treo, Adire (specifically, the shiva), ID (IDQ series), Elemental Designs, are a few suggestions for budget woofers.
As for budget amps, you may want to check out JBL's Power series (Bp power series maybe?).
That's a tough question to answer with such a nonspecific question, as to what you want out of it, what music you listen to, etc. But those should give you a few ideas. Still, it'd be better for recommendation's sake for some more information. With the companies I mentioned, you could get a decent sounding setup for under 250 (building your own box of course).

budget? ehhh I duno REXXX 12 is like $400 (I think) just for one sub. Many people for that money have an amp + a sub or two.
But anyways yea you ahve to give us more info because there are just too many combinations out there.

I think a better way to phrase this is how much did YOU spend on yoru decent box, amp, and subwoofers. I propose we hijack the thread and suggest something of that nature.
for example, in my car, I define "decent" with a little higher standards than other people. Thus, I went with a pair of idmax sealed using an XI series hifonics amplifier and 0/1 wiring.
I got a deal because everything was used. I only paid $900 for everything (using $100 for a generic cost for box materials)
ive done "decent" subwoofer setups for $350 in the past. that would include a custom built box with abotu $50 in supplies, $36 for a 4 gauge wiring kit from ebay (audiopipe), a shiva new for $125 shipped, and a cheap 250-500 watt amp, usually in the $100-150 plus shipping range. earthquake or cadence were most common.

I spent 150 on each sub (four JL 12W3v2), 450 on each amp (two JL 500/1's) and it is loud as hell, but not up to my standards for SQ now I'm trying to decide between a couple W7's or a couple TypeX's...its a close race, i'm just trying to find more people with X's in their cars so I can hear them outside of an audio room.
The bottom line is, a "decent setup" varies for each person. I think my current subs are "decent" and some people think they are amazing/awesome/phenomenal, etc. When I upgrade I hope they are the latter, but some people won't be able to tell the difference between those and what I have now.

You know WhiteRabbit this isn't a bad idea. It probably gives a lot more usefull info to him/her than just spouting off name brands. He/she gets an idea of what people are running and how much they spent. When he starts seeing patterns he can then use that info to make a decision.
I have a sealed Shiva for $125, 4 channel amp for another $175 [bridged one pair for sub, other two on fronts]. The box cost maybe another $50-100, wiring comes in at another $30. I guess that adds up to around $400ish, not including the HU or all the subs I bought bought before really thinking about what I wanted [JL 8W3 D2, cheap Infinity 1220s]. I think it's buying cheap stuff at first that makes this hobby more expensive.
I'd suggest saving up for what you think you really want, and really evaluate your plans and goals before going out and buying something you know you'll replace.

I have a IDMAX 10 and a JL 500/1 to power it.(I had two of each, but I sold one amp and sub to someone else, which I hadn't installed yet anyway) I am fiberglassing an enclosure, if'n I ever get it done, for dual 10's (I may change it to dual 8's though if I can find a pair that aren't too awfully expensive that can handle around 250 watts apiece, as I haven't looked at 8's too much in the past). I have about $500 in the JL 500/1 and IDMAX, new at an authorized retailer (my friend's audio shop, I get my stuff at cost.)
