Rear Upper Control Arms

Replaced my control arms on the rear due to worn bushings from a mechanic who tried to align but said he could get it within a 1/2 degree cam. If I replaced the control arm, he'd tweak the alignment with the new arms. I replaced them, returned to the garage, and he said the cam is now 2.2 right, 1.5 left, and he can't adjust the cam, but can adjust the toe. Therefore, did I buy control arms that are too short, even though I put side by side with the old ones and they were the same, or is there another issue I'm missing? Should I purchase adjustable control arms to allow adjusting the cam?
