fog lights for 2015 Civic EX

I note that the installation guide for 2015 fog lights calls for replacement of the steering column headlight stalk -- but the 2015 EX stalk already has a fog light position. Does that mean the switch is already set up for DIY installation, so the light harness can be more simply plugged in and the stalk is untouched?

It has an "AUTO" lights position, not foglights.

The new headlight switch stalk will have a separate switch ring for the foglights, similar to this one:

(couldn't find a pic of a newer version on google images)

IIRC the column wiring is already in place, you just swap the headlight switch. It's easy, just get and follow the instructions.

I can't get to the instructions at the moment for some reason.....

No, I just looked at it again, the stalk DOES have a "fog lights" position and has a control for the right-lane camera on the end.

Your headlight stalk already has the ring (switch) for fog lights?
If so, then it would seem the car should already be equipped with foglights.

No, it doesn't have the ring switch, it has a marked detent, just like the one for "auto", except that it is marked "fog".
