It doesn't appear to be a boat fan blower at first appearance...
However I have no idea what it really is, so someone who knows more than me feel free to chime in.

what the heck is that thing...it seems like it would serve a purpose but these ppl dont know how to advertise on ebay, they are always misleading. I bet some kid is gonna buy this and brag to all his friends about his new super forced induction system.
Neutral : Turbo was a gimmic,no Hp gain noticed, payd $135 for a fan basicly, buyer beware

What a scam. I would bet that most if not all of the positive results were a fake. Either that or the seller tried a trick that was pulled on me. The seller told me that he would refund me some money on a screwed up order. The catch was that he would not do it until I posted positive feedback for him. This was supposedly to be done because he was fixing it.
Ebay is pretty much not going to do anything. When it is a case where the items was delivered as promised, or the money was finally returned, then they don't really care.
But pretty much you need to use your common sense. No electric fan is going to boost the intake pressure unless it was huge.
