An intake bypass is used to help try to prevent hydrolock. Meaning it is supposed to keep the engine from sucking in water through the intake if the driver goes through a puddle.

if you're refering to a bypass valve, it goes in the middle of your cold air intake, and it prevents water from going into the engine if you happen to drive into a deep puddle.
