Speedometer won’t work, obd2 won’t connect to car

Speedometer won’t work, obd2 won’t connect to car
I have a 2010 civic si, the speedometer doesn’t work, only the gas gauge does, check engine light is on, with abs and a few other, miles won’t go up, when I try connecting a scanner to the car it won’t connect, what could this be? A bad ecu? Loose cable? Please help
