96 civic dx speedo problems...HELP!!!

I have a 96 civic DX with a D16Y7 motor and 5 speed. When I got the car the speedo did not work. I have since then replaced the gage cluster with a similar one known to have been working. I just replaced the VSS and checked the fuse. Fuse is good. Still nothing. The entire gage cluster works except the speedo, even the old one worked except the speedo. I also should mention that I do have a CEL as well, and yes, it says bad VSS. So, Any ideas would be so appreciated!!! Also, does anybody know what the difference between the two different VSS's are that are available for the 5 speed? I know the mounting flange is taller by a 1/4" on one of them but what about the operation and plug? Will they both work?
