I think Honda calls for the first at about 30,000.
I do not think draining and refilling every 10,000 is a bad idea- just a bit costly which would run against the civic's economical status (which is what Honda targets the car for)
Do not power flush, just drain and refill.. and change the filter if you can.

Depends really, its up to you. I know some people that do the drain and fill at every oil change. Its not really required till you get around 30-60k. Think each drain and fill takes about 4 to 4.5 quarts so it gets expensive.
