Steering wheel shake/vibration at freeway speed

I was hoping that Civic experts here might be able to provide me with some helpful advice. I have a 1997 Civic DX with ~100k miles. When traveling at freeway speeds (65-75 mph), I recently noticed that the steering wheel shakes or vibrates. This is not associated with braking or with any recent incident with a large pothole. Also, replacing the two front tires with new ones and balancing all four wheels has not solved the problem. I also tested whether the tie rods might be loose but they were not. Last year, I replaced both front drive axles. Based on this information, someone at O'Reilly speculated that my problem might be due to loose motor mounts or a bad front wheel bearing. However, my front wheels don't show any obvious play and seem to turn freely.

Does anyone have a helpful suggestion?

could be that the belts on the tires have shifted, Seems like a wheel problem to me. Get them rebalanced again and tell them to take a look if the tire has any shifted belts in them.

Thanks for the responses. I will have all four wheels tested to see if they were not properly balanced the first time.

There are two types of wheels: Hub Centric which is centered off the center hub ring.
The other is Lug Centric which is centered off the lugs.
If you have after market wheels that are Hubcentric you may need Hubcentric Rings.
With after market wheels the center hub hole is larger than stock there for requiring a ring to decrease the size of the whole so that it cab be properly centered. (Lugs will not center a hubcentric wheel.)

Just a thought. If you need more info just do a search for "hubcentric ring"
