WEIRD fuel problem

I have a '90 Civic that is not getting fuel to the fuel rail.
Fuel pump is new. Fuel filter is clear. Main relay appears to be in great working order.
Pump can be heard running with key turned. To be sure that it wasn't a weak relay, I jumpered power directly to the fuel pump via the terminal off the main relay. I get a REALLY slow drip at the fuel rail. (Maybe 50 drops a minute.)
I'm suspecting a binding fuel line, but everything is metal tubing other than the hoses going to and from the filter which are fine.

Problem was the pump was sucking air. New pump has a different angled strainer, so low fuel is now true empty when parked nose down-hill.
And Honda's tank design sucks. Having separate pump and gauge holes makes sense. Having them at opposite ends of the tank is stupid.
