95 A/C compressor will not engauge

Hey everyone,
I was given a decent 95 Civic EX that does not have working AC. The owner said that the AC has never worked for him since he bought it in 1999. He also stated that he attempted to recharge around the same time he purchased it but the compressor never ran.
Yesterday I hooked my AC manifold to the system and it about 2-3 PSI in the system. So there aren't any gaping holes or leaks, it has held pressure for about a decade even though its very minute. I charged it with a bit of R134 until I had about 50 PSI on the high and low side and still nothing. I know I should replace the dryer and pull a vac but I was a bit impatient and wanted to see if the compressor worked at all.
Since I am new to Civics I suppose my first question is: are there any pressure sensors for the refrigerant? I don't see any but that does not mean they aren't there buried somewhere. I had a 95 Tahoe that had a bad sensor wire that prevented the compressor from engaging.
I also want to know if there is a relay for the compressor clutch that might be loose, bad or missing. And where would it be located?
