86 running out of gas at high speeds

I've got this weird problem that maybe someone has seen. I've got an 86 DX civic. Its one of the last carburated models with millions of vacuum hoses hanging out of it like Bob Marley hair.
I can drive around town all day without problems, but when I'm driving faster than 70 mph the motor will start to act like its running out of gas. I've changed both fuel filters and fuel pump. The other day I even pulled the tank and looked inside. It was spotless - perfectly clean.
I don't really know what to look at next. maybe rebuild the carb. Maybe there is something wrong with emissions vacuum to the tank causing too much vacuum in the tank. Any ideas?
I'd like to fix it cause it gets over 40mpg and its kinda fun to drive, but I hate to put too much money into a $900 car.
