A while back I bought a 91 Civic EX for cheap.
I've replaced the exhaust valve on cylinder #1, head gasket, fuel pressure regulator, fuel filter, spark plugs and wires, and the timing belt. --- (I've also dropped the oil pan and put on a new gasket, replaced the front axle assembly, tranny fluid and coolant... but that doesn't really matter for my question.)
The problem is that I have no power in the low end. I have to rev it up high just to pull out and make sure I keep the engine above 2500 RPM's to get any power out of it. I absolutely cannot pull out on a steep hill. Just won't go.
When I drive it, it kind of feels like there is a slight miss or something, but we know there is no miss. We've done compression tests on it and we know that the right amount of fuel pressure is getting to the injectors as well.
The engine idles perfectly, in case you are wondering.
By the way, my friend has come over and has performed the work with me. He is a certified mechanic and has worked as a mechanic at a Honda dealership for over 4 years, so we know what we're doing. And we used genuine Honda parts for everything we replaced (used his employee discount).
Tomorrow I'm going to cut out the cat converter to see if its clogged. But we know that the cat and muffler have been replaced at least once, so its not like they are 16 years old so I doubt that is the problem.
Could the fuel return line be clogged?
We are stumped guys. Please offer us some advice. I'm going back to college on August 27th and I really wanted to take this car back with me instead of my Jeep Wrangler. Thankx in advance.

have you gotten this problem fixed? if not did you buy the car with this problem or did it start after all this work was done? it sounds to me that the timming belt is eather off a tooth. or you have 2 and 3 spark plug wires crossed.
