Permanent sunroof?

Ok so there was an aftermarket sunroof installed in my car by the previous owner(button to operate it is missing). The headliner is missing. I want to remove the sunroof and permanently seal and glue it in then modify a standard headliner and cut a hole for the window in it. Is this possible and how would one go about this. I appreciate your help guys. I was thinking something like windshield glue ....

I would seal it with a high grade silicone and not use glue. Once the silicone cures it will be stuck pretty good.
