96 Civic HX loss of power issue

I have a 1996 Honda Civic HX. I believe it has the VTEC-E motor in it but I'm not positive since I just bought the car.

When going around 70 mph or over the cars battery light flashes on and off sparaticly and each time it does the car loses power for a fraction of a second. It dosnt seem to be an issue with rpm level just speed level.
The car does have a bad O2 sensor not sure if its the pre cat or post cat sensor but here are the error codes:
P1162 - Linear Air-fuel sensor malfunction
P1167 - Linear air-fuel sensor heater system malfunction

I dont know if the issues are tied together or not. Any help is apprieciated!

Both codes are for the pre-cat sensor. It's not a simple plain oxygen sensor so it won't be a cheap one.

Red battery light is the charging system warning light.
Something isn't right.
I can't tell you why the car would buck every time the light flashes though.
