98 Civic Need New Axle?

Tire shop told me the joints near the axle (CV joints?) were leaking and that I would be better off replacing the full front axle rather than the joints now and axle perhaps a year or two down the road. I have 55K original miles on the car and do not currently experience steering problems. However, to pass last smog test, had to go to very knowledgeable tester because other testers could not maintain constant speed at about 15-25mph. Don't know if that's related to axle. What kind of shop is best for axle/joint work? Would like to confirm the work is necessary before shelling out $450.

If they are talking about the axle joint boots leaking, I don't know you could duct tape it and keep on driving until you start hearing clicking while going straight. From Ericthecarguy he says that they are fine until they start clicking when going straight.
Light clicking while turning is OK, says him.

Best to get under the car safely and investigate if a boot is leaking/torn
