Will this climate control console from the Civic Si-R plug and play in my civic ex ?

It's for a wrong-hand-drive car. Do you live where everyone drives on the wrong side of the road?
Can't tell you if it will fit a left hand dash.
Chances are good the connectors are the same as a left-hand-drive car though. They LOOK the same as what I can see in a diagram.
