2000 honda civic lowering help

Ya ive got a 2000 honda civic. I just on Motegi DP6 17 inch rims with 215/40/R17 tires. Currently it sits just a tad bit higher because of the bigger sized rims. its still on complete stock suspension. what i am doing is removing part of the plastic piece in the front fenders to give it some more room so it doesnt rub on plastic. still gonna leave a section to cover the opening for the engine bay. still need that to keep it clean. im going to then either using a rust preventer paint on the metal in the wheel well or use like herculiner or rhino liner to prevent rust. So if some one has a suggestion that would help? Ok so now for the major question. Once I take care of that. Should i buy coilovers or just get some lowering springs to lower the car? Obivously after i do one or the other im gonna do all the other suspension parts. So does anyone know if I can get away with lowering springs or should i just spend the little extra cash and get the coilovers? and also will i even have room if I lower it or will the tires just rub?
