1998 Civic Si (Canada) charge problems

1998 Civic Si (Canada) charge problems
When i start my car it starts fine but my dashlights don't come on, my stereo won't come on, no heater, sometimes no tach, unless i give a big rev to about 4000 rpm and thing everything will turn on and work fine. I have a brand new alternator and battery. Any input would be great.
