How to reset the PCM on my 1998 Civic EX

Can someone advise the proper reset procedure for my PCM? 1998 civic ex.I think my computer is whacked because I can not clear an IAC trouble code, I want to make sure before I spend the bucks on a new computer.

According to Honda, pull the 'backup' fuse from under the hood for 15 seconds. Keep in mind this will erase your radio presets (and you will need to enter your security code if you have the OEM stereo).

is the iac actually okay? if its still not working, light will stay on.
