HFC on header ?

So i was at the mechanic for a weird sound coming form my o4 civic dx. He said that the catalyic converter has a leak. Its nothing serious but it could eventually crack. So my options are to get a new stock manifold or replace it with a aftermarket header. I was already thinking about getting a header, but if i plan on selling my car later it might not pass emissions wihout a converter. Can i buy a header with a converter or can i just get a stock one and add it on ? And also how uch do you think this will cost ?

it will cost alot for a oem manifold.
