There's a clip that secures the injector to the fuel rail. Nake sure those are removed.
How I've done it: remove all lines going into fuel rail, unbolt fuel rail from injector plate. Remove electrical connections from injectors. Wiggle and pull upwards. Takes a bit of effort. From there, renove clips and injectors as you need.
