Question 02 civic electrical problem

Have an 02 civic of a friend, battery is up, power to all fuses and relays but nothing works and doesn't crank, but the strange thing is that my voltmeter shows around 10 volts at engine block, starter case, ex man, everywhere. Been working on cars 35 years and have never seen this one! Maybe something simple that will make me look stupid but can anyone out there please tell me anything about this? Negative battery cable looked good but had internal corrosion, new cable solved all the problems.
