Found a 2003 EX, 4dr, 70k, manual. What should I be looking for?

Finally found one I like. Has detailes on the inside, which can be fixed over time. Very nice on the outside.
My problem has always been the engine. On my 1st look, it looked great, I noticed two things. Some clicking when turning the steering wheel and i noticed some kind of white gunk in between the engine, he said he replaced something, but did not understand what for. If I remember correctly he said it was silicone.
Is this a head gasket job, should I be worried or....?

I would talk to him again and then give the car another look over.. check for engine light and signs of oil leaks.
