How to clean cone air filter

I'm a noob here so please take it easy on me. I was wondering how do I clean the cone air filter. Mine is not K&N as a matter of fact it doesn't have any writing on it so I don't even know what make it is. I want to know when should I clean it (how to determine if it's dirty or not) and should I clean it and re-oil it like the K&N filter. thanks

it's not a K&N filter and i don't know who the manufacturer is because it's not stamped onto the cone filter. any other suggestoions?

take two pictures one close up so we can tell you. depending on the filter material will determine the cleaning procedure.

i would just invest in a new filter...like an AEM dryflow filter...

it looks like a cotten ebay brand filter but i can't really tell so i would probably get a new one considering a cleaning kit is 20-25 dollars you can get a new AEM dry flow for 40 dollars at advance auto.
