FOB only flashes lights

FOB only flashes lights
The FOB will only flash the lights in my 2001 Civic. It "tries" to lock and unlock. If I manually lock, it will beep on the second press. If not manually locked the horn does not beep. I can hear the actuator in both doors, but nothing actually locks or unlocks. Any help will be greatly appreciated, Thank You.
