no. for the led tails, the top led array is the park/brake. the turn signal is in the middle towards the outside, and the reverse is towards the inside. how do you not know this/? have you never looked at your cars lights? lol

on your car (01) and my car (02), our brake light is the lower one, and the turn signal is the upper one.
on the 04-05 models, its the opposite. the upper one is the brake light, and the lower one is the turn signal. it looks like these lights are designed for the 04-05 to make it so that the leds replace your brake light.
if youre trying to put them into your 01 civic, you will have to try and connect your lower light harness (brake) to the upper one on this (brake) and then your upper light harness (signal) to the lower area on this one. im not sure how compatible the harnesses on the 04-05 are compared to ours. if theyre not the same, you might have to just go pick up a set of signal and brake light harnesses for an 04-05 and replace yours with them.
in the end your car should have the opposite of what youve always had. you will now have an upper brake light and lower signal.

your 2nd option might be to get a harness that will plug into the lower section of your new light, and splice the + and - wires from it into your existing turn signals + and - wires.
you can also do the same for the leds but you wont need any other harnesses. you can just splice the + and - wires from the upper led piece into the + and - wires from your existing brake lights
