I think you're talking about the black rubber mounting bushings, when you install the shocks you will see that the bushings are on both sides of the shock mount. If you bought new shocks there should be some type of installation instructions that show the bushings and where they're to be installed. When you remove the old ones you'll see what I'm talking about.
Or you could be talking about the strap that holds the shock in the compressed position when its shipped, you cut those off when you install the new ones.
