Just get some new 3m tape....use a wax remover and make sure that all of the wax and dirt is off the paint and then stick the tape on...BUT! make sure you do it in a warm garage and not out in the cold or it will not stick. The tape should be the only thing you need. Any type of glue will ruin your paint.

get new tape...adn restick it. Once it is on...use masking tape to hold the skirts to the car...let the tape sit there for about 10 -12 hrs. You hae to let the sticky stuff set...also make sure the surface is clean of oil and dirt or it wont stick.
maybe take a hair dryer and heat the part of the car where it will stick to, and stick it then go over it again, with the skirt on, just dont get it too hot. that should help
p.s. ive never delt with skirts before, so let someone else confirm this before doing it,ok
good luck anyway you go about it

the calking company BUTLER makes a double sided calking tape. it is a hell of alot better than anyother regular tape. also it will never dry. so to take it off you can use a hair dryer. it wont take the paint off either. you can probly get this at home depot. if they dont have butler just ask someone for double sided calking tape. hope this helps.
