Anyone know how to take out that lil screw on the battery tie down soo i can pain the tie down bar. . .thanks!

It must unscrew one way or the other, that or just pop off. Use some pliers.

The black plastic thingie on top just come off by pulling on it. Then there's a screw under that thing that you just unscrew. I think that's where the confusion lies.
