it's either rice or illegal or both IMO -- only reason you'd want to hide your plate is so cops don't see it, and then you're gonna get nailed anyway for not displaying your plate.

or if you're boosted and have a fat intercooler in the front grill, a license plate would block optimal airflow.

its tilted alright.. but not that much. thats TOO MUCH

The guy says right on the page, he didn't want to leave holes in his bumper from mounting a license plate, nothing wrong w. that, at high speeds it tilts down, seems like a good idea, I don't see why it needs a DIY though, its basically just a hinge.
