spare tire ring broke

spare tire ring broke
was cleaning the trunk the other day and took everything out. cleaning spare tire area and noticed the locking nut wasnt tight. turned and turned and kept moving. took the tire out and the tower where you screw it down was not even attached to the body anymore. is it safe to have it welded there or just use jb weld?
