water temp issues

My civic water temp goes back and forth. It will stay normal for a bit and then it goes up then down. I notice it does it more when i am in the braking or at a stop. Any suggestions? Just changed the oil yesterday. No leaks or any smoke coming out exhaust.

Year/Make/Model/Trim/Engine?

Radiator needs filled to the top and system burped of trapped air pockets?
Radiator fan(s) operate correctly?
