You want to use the K&N filter cleaner on the OEM filter? No that won't work well. The cleaner is an oil base that is designed for the thin cotton mesh used on K&N filters. Generally I just toss the filter, the cleaner is about $7-10 and a new filter is only $10 at autozone, Fram air filter I think, not sure though. If the stock filter is really dirty and I'm feeling to cheap to replace it, I may just bang it up agianst something so all the dirt falls out (note there is a specific direction to hit it).

would it be ok to use the cleaner spray and skip the oil process of the K&N filter cleaner kit?

maybe... I'm not sure if that would do any good. I think it would be just best to replace it. The cleaner stuff is designed to strip the dirft off, but the OEM filter is much more dense and not deisgned to handle liquid, the K&N filter has the wire mesh around it to help hold the filter in, the OEM doesn't have anything to hold it inplace, so once it becomes wet it may become deformed and not offer optimal filteration. Then it agian it might work fine, but I don't think you will be able to clean in between the folds, even with the spray.

If you really want to use it agian, I would get an air nozzel and blow it out. Blow the air the reverse of the way it flows into the filter when setting in the car. If you do this well, it can remove most of the dirt, but it still won't be as effective as a new one.
