dont take my word on it.. but i think PIAA are the brightest...

Note that many cars sold after year 2000 already have premium bulbs installed and therefore buying any of the above bulbs might not give any or only minor improvement. Among H7 applications, there should be hard to find non-premium bulbs.
If your car is set up for higher wattage bulbs, Philips Rally bulbs will give more lumens than most asian overwatts. Be aware that lifetime of a Philips Rally bulb is ~100hours - so keep some spares in the glove compartment.
Narva bulbs are also top notch. Narva is a daughter company of Philips with one intention: compete with top notch products on the aftermarked. Philips themself are OEM oriented.

I had mtecs for a year in my cheap projectors. They give out crappy light on the road but they look good. When you look at the lights they are real white and match my hyper white turning and parking bulbs. One burned out so I got Kobas and they are a little more yellow looking, but they light up the road better.

I tried PIAA, MTEC, Eurolite and POLARG. By far the best light color closest to acura HID i got was with the POLARG, but they only lasted about 6 months so they are not too durable...same goes for the PIAA Super plasmas...attached is a pic of the POLARG VIP before they blew out...they looked real nice....
I don't know about the others but piaa sucks. I had 3 bulbs go out a 70 bucks in about 2 months. When I tried to return them, they were uesd and out of the package. I will never buy anything from piaa again

how long would those bulbs last you? 6 months? a year?
hids usually last 7-10 years
i do believe there are some phillips d2s bulbs for sale at hidforums for 50 bucks

i dunno, but those you gonna need ballasts for those bulbs 
they have group buy for 6000k phillips ultinon bulbs for 225 bucks shipped over there, i'll probably get myself a set for chrismas
