ek3 not accelerating as it should

I have a 96 ek3 with a d15 non vtec. When accelerating,between 2-3000 rpm,it seems like it's holding back. notice slight lunging effect. Once I get over 3K it picks up much better. Not missing, No check engine light on....
The car was packed down for about 3 weeks, so idk if it could be the fuel... i have been drivin it like this for a week now and the problem is the same...
While it was packed down, i had a mechanic change the tensioner and the crank pulley....
The engine revs normal, but wen i let go of the gas, the rpm goin down to about 400rpm and then goes back to normal idle..When i rev with the AC on, the rpm goes even lower.....
what can b the problem?
can the Accessory Belts be too tight?
