Yes it is normal. Use the jumper wire and the mark will steady.
Make sure you are looking for the correct mark, there is usually more than one. 3? 4? Locate which mark you need to look for before you try to find it with the timing light.
If you think you need to move the distributor, think again.
Once timing is set, you should NEVER EVER have to move it again for its entire life--unless something is done to it like R&R or put an oil seal on it.
