1998 hatchback dx vs 00 civic si engine efficiency

How does the 2000 Civic SI get 35 city and 43 mpg on the highway? And produces 160 hp! B16a or whatever..

And my 1998 Civic DX hatchback weighing 200 lbs less with d16y7 is rated 32 city and 37 highway. And produces only 106 hp!

Are those mpg misratings or is that B16 engine that much more efficient? Because, if I do an enigne swap seems like I should look for a civic si engine.

The Google puts it at 35/43, but if you were to look at Edmunds or Kelly Blue Book, the '00 Si is rated at a much more believable 22/29.
