I was replacing winter wheels today and I found this hanging freely like so. Is it safe to drive without this part? I've tied it back temporarily so it doesn't poke around into the other parts of the car.
Could this also be the cause to my steering wheel shakes and humming noises when I'm driving above 50km/h? I tried balancing my wheels a few months ago hoping it would rectify but the steering wheel shake still occurs above this speed.

Yep, its broken. What concerns me more however is the oil all over your suspension. I think your shocks are leaking. If it is them you will need to replace them too.
