Valve cover grommet driving me nuts. Please help

I know this will put me up for idiot of the year, but how do I remove the valve cover grommets/gaskets off the valve cover bolts? There's a lip preventing sliding and other than heating it up and cutting it not sure what to do. Anybody had this problem before? Help would be greatly appreciated.

When I did my valve cover gasket (the new one came with new grommets), I pulled the old ones off the bolt using my two-jaw puller. It's similar to this one:

It worked very well for putting the new grommets on as well. Gentle pressure was a lot more effective than bashing.

I got em off with some good ole frustration and a pair of scissors. Getting them on, however, is proving to be equally fun! Any stuck in my driveway need to car for work in a couple hours suggestions? I'm honestly about to slice the new ones (i've got an extra set) and use silicone to keep em sealed for a day (got one more shift til the proverbial weekend). I'm a delivery driver though, so i'm trying not to do this the quick fix way

I would not advocate slicing the new ones and trying to seal with silcone. If you get any of that stuff down inside the valve cover, it could block an oil passage. Bad news, man.
Those grommets WILL go over that flange in the bolt. I know it's hard to believe, but they will. You need FIRM, CONSTANT pressure. Pounding, hammering, etc will only cause it to bounce.
If you have some tool with a hole in it that's smaller than the grommet, but bigger than the flange in the bolt, you can use it to apply pressure (a deep well socket? a pair of pliers turned on the side?
it has to be pushed on... not pounded.

Thank you good sir. I used a pair of lineman's pliers in reverse lol. used it like a handle with the bolt firmly fixed to the middle where the V is made. Went on with some firm pressure just like you said.
