my first thought was to check your wheel balance. did you get it balanced 4 times at the same shop? try a different shop and ask them to see how out of spec your wheel is or may be.

have you checked your rear bushings? a lot of times when they are worn out, they can do weird things.

also, are you using aftermarket rims? generally aftermarket sometimes needs help centering...

If you have never replaced your lower control arms, the front bushing is shot. You can buy a new front lower control arm for like $40 on Amazon.

6th gens and 7th gens are great. prob the best civics ever made.

-the 6th gens are easier to work on because they are a bit more basic.
-they get good gas mpg and have MUCH better suspension...

Just get some centric or whatever they have on amazon with prime. I've ran them for yeRs without a hiccup. Both my front and rear are from centric and they cost me like $20 for a front rotor.
