fixing to do a set of
17x7.5 wheels and 215 45 17 tires
on 2004 4 door civic
just installed eibach pro kit
what offset looks best?
fits best?
38?
40?
42?

That depends on your opinion of what looks good. Any of those offsets will fit with the lower number offset sitting closer to the fender.

with A 215 45 17 TIRE
on 17x 7.5 wheel?
with pro kit springs

so 38 offset will set wheel out past fender and quarter?

40 offset may sit flush?

42 offset will set wheel way in fender and wheel well?

so lower number offset like 38 sets wheel out farther out toward fender and quarter?

and higher number like 42 sets wheels in fenders and quarters more?

just want wheel to set into fenders and not sticking out at all
