Putting Engine

my 2001 Honda Civic check engine light is on but no scanner can read it? We've tried 5 very good ones. My tachometer isn't working my car sounds like it's misfiring we just did a full tune up and the car like puts you can't go over 42 or it will stop working. I was told I may need a cam sensor? Please help I can't keep putting money in the car?

iirc, check fuse called "meter" may be keeping code readers (and tach) from working

Someone left the alternator bolts loose or the powertrain grounds are bad, now the PCM is toast?

The inability to read codes and dead tachometer suggest what Ezone posted. I'd suggest you take it professional Honda specialists (dealer).
You can't just throw parts at the problem. Likely at fault is the PCM. But if you have loose alternator bolts you will keep frying PCMs until the bolts are correctly tightened.
Let us know as you progress in solving it.
