Bad gas mileage 2007

I have a 2007 civic with a 13.5 gal tank & I usually get 250-280 miles a tank so roughly 18-20 mpg. I do drive all city, but this still seems really low for a civic. I’d expect at least 25 mpg. Car runs great though. Any idea why I have such low mpg?

edit: I’ve had this car for 2 years and gas mileage has always been low. I don’t have a lead foot, I always keep my rpm below 2,500 and I’m always up to date on oil changes and check my fluids regularly.

How are you calculating MPG? You don’t put 13.5 gallons in it at fill up.

Fill tank
reset trip
fill tank when low
divide miles driven on trip by gallons put in

City driving kills MPG I have seen 10mpg swings. A hybrid is best for city driving.

I usually fill up at 2 bars which is roughly a gallon & I put 12 gallons in & I reset trip to calculate miles.

My tank is about the same size (13.2?), I usually fill when the warning comes on (or maybe 20 miles after) and it is typically holding around 10-11 gallons.

Wait, you stop pumping at 12 gallons? No.
Fill the tank until the pump clicks off.
Stop there. EVERY TIME. (consistency is very important, because this is a variable you can't easily control)
The pump tells you exactly how much fuel was put in the car. Calculate using ONLY this number.

I keep a log book and record EVERY fill up. Every time.
Date, odometer total reading and tripmeter reading (resets at each fill up), price paid for the tank of gas, and exact gallons pumped-- pumps here usually display that to 3 decimal places. Plus my car shows its own fuel economy, I write that in too. Then later if I get bored I can manually calculate gallons consumed vs miles driven.
