Fixing Fender Rust
 

I have an 03' Civic EX 4dr. Noticing some rust spots beginning to creep up around the lip of my rear fender wells. Requesting advice on fixing them before they get out of hand. Picture links are below..

My initial thoughts were to do this:
1. Use a dremel tool with sanding disk and blast down the affected areas to bare metal (including the bottom lip of the fender).
2. Tape off the area and spray the areas with some primer (what kind of primer?)
3. Apply some sort of matching car paint spray (which kind of spray?)

*Keep in mind I'm not looking for a perfect factory finish. I would like to find some spray paint with some gloss close enough to the black color to blend in reasonably well, but getting a finish exactly like the factory clear coat is not a priority as the areas are relatively small.

I'm pretty sure you need to use a spray gun with the OEM paint and then wetsand to match.
Any civic specific write up would be great
