copied and pasted from that thread Megalodong linked

In summary:

1. It dulls throttle response.
2. Provides much more gradual acceleration on cruise control.
3. Reduces the use of air conditioning.
4. Activates the colourful lights either side of the speedo to tell you how economically you're driving.

It's generally agreed that the economy delivered by this function is minimal and not worth the reduction in performance/comfort. The light show looks cool though.

I generally drive with it on. Are you saying that I won't see an appreciable increase in mpg if I don't use it but will see a better response plus more ac?

Re: How does this work?

seems like the general consensus

On my '13 EX it stays off.

Just showed 39 mpg avg last week....who needs it.

From a post I made several years ago

ECON button functions (remember this button is now on several other models so these may or may not apply to Civics), and keep in mind that there are some trade-offs as far as acceleration, comfort and convenience:

The happy little green light illuminates, and it may modify:

trans controls, (shift points are lowered)

the electronic throttle,
(reduces throttle opening for a given pedal input, while at less than 80% of WOT. At 80% and greater, you still are receiving the normal full throttle response)

climate control, (compressor cycle time and temps, blower fan speed, recirc operation)

cruise control, (limits acceleration/throttle opening rates when engaged, which may allow more vehicle speed variations esp. on hills)

auto-idle-stop for hybrids
. (widened ambient temp ranges allowed for autostop)
