idler pulley
 
So I replaced the timing belt for my 98 civic DX, I took off the idler pulley but now I don't remember how it goes on...I had 4 pieces that came off the bolt, the pulley, nut, washer and part number 14 from. 1998 Honda civic idler pulley
Not sure what part 22 or 23 is, also which way the pulley is suppose to face. I put everything that had came off back the way that I thought it was originally on there, but when I started the car, there was a burning rubber smell. So I loosened the idler pulley some and currently it isn't spinning while the car is running. Now I don't know if it's the way that I have reassembled the pulley or the nut is just to tight on there. I can't find a video or pictures of this other then that link posted.

Solved: Had the pulley on backwards, Hollow side of the pulley is suppose to facing outwards from engine.
