YOU should try to change ot at LEAST every 2 oil changes but i do it every oil change and you can use the filter charger kit from K&N

Yes, every oil change is good. If you get it super dirty clean it more often and/or when it's dirty. I clean mine the evening before any drag racing event I'm in. Or when I go camping and drive all over dirt roads, I clean it when I get home. Just depends. As a general rule: if it's not dirty, don't clean it.

On my 5th gen civic I would clean and re oil every 2 oil changes.

Cleaning materials should be what is recommended by the filter manufacturer. Foam filters, rayon filters, use different cleaners. If you use what is good for one on another, it may damage the filter material. Some need oil applied after cleaning, some don't. It would all depend on what particular filter you have.
