is this rim drivable?

ok so i have wheels here but one of them is MESSED up. but its just the area around the center cap...do you guess think its ok to drive on orr is it mess up and should not be used...or should i cut off that part thats ripped...well you guys tell me what you think thankshttp://i9.photobucket.com/albums/a78...305090844b.jpg

You might be able to cut it off with lock cutters
